I found this semi-relevant Q/A from Corey's answers:

Q: Can a player use a Strategize Order card to move into
an enemy home realm area that has no units or strongholds?
A: No, players may only use Strategize movements to
move into empty or friendly areas; Enemy home realm areas
are never considered empty.


Hence, one might conclude that heroes are restricted to friendly and enemy areas for a strategize card.

The use of the word figure means units or heroes, see definition on page 4:

These plastic figures represent
military units, which are used
to conquer territory and fight
battles. The figures come in
five colors: one for each of the
four player factions and one for
neutral units.

These grey plastic figures represent
heroes that players can command.
Heroes can duel opposing heroes,
complete Quests, and aid in battle.

So the rules on page 16 are contradictory wrt heroes. What is unfortunate is the use of the word 'figures' at all, when it would be essier to specify units and/or heroes in each case.

Perhaps more light can be shed from others more experienced, but based on the Corey statement, it looks like Heroes are restricted like any other figure for movement using Strategize.
