I never thought to separate out the two types of hero movement. At first, I thought that Scott was right (because he almost always is), as the Moving Units with the Strategize Order section (p. 16) does point out that "figures" cannot move into neutral or enemy territories. BUT, the Hero Movement section on page 16 just afterwards gives a pretty general rule of "heroes can move through enemy and neutral areas," not calling out any exceptions.
I'll probably continue to go with my previous interpretation that Heroes always can move into enemy and neutral areas, but I can totally see both sides on this one. I wonder if this is an artifact from the first edition rulebook? Iirc, heroes were not allowed to move during the Strategize order in 1st ed.?
