Garrett has it right. The setup rules are a specific exception to the normal recruitment rules in two ways:- You recruit from ALL THREE dials to setup (so you always start the game with the same units).
- You can place the units in any of your home realm areas.
It's not really a contradiction so much as a special exception for setting up the game :)
