No, I don't see any such inference in the rules, on the card, or anywhere. As long as at the end of resolving the season ability you only have one card, I don't see anything to imply that one automatically takes higher precedent for "timing".
Again, I am pretty sure the intent is that you have two quests to choose from, and then choose one. If one is impossible (or close to so), allowing you to discard, the intent is that you basically replace that card, and if you are in a "choice" situation, you still get the choice afterwards.
With objectives, I don't see the discard/redraw as part of "executing" the card - executing objectives is fulfilling them. The discard/redraw is simply a clause to allow for replacements, not (directly) related to the achievement of the card itself.
This is IMO, the same like drawing the 11th tactics card, and reducing to 10 by playing one of the 11 cards.
I disagree; the Tactics Card thing would be like drawing 2 objective cards, and immediately trying to claim one instead of discarding it.
