I think, this approach is not yet convincing. The revised rules state on p.40:

"Each player is limited to owning one Objective card, three Hero cards, three Quest cards, and 10 Tactics cards at any time."

I think, "any time" is what it says, so even before following any card texts or card instructions.

If you take that phrase in it's strictest sense, you wouldn't be allowed to exceed the limit at all; IE, if you had 10 cards, an overly-literal interpretation would say you couldn't draw the 11th card at all because you'd be violating the rule by doing so. Later rules clarify that what this means is that you have to discard down to 10 when you exceed the limit. The same here. But the fact you have to discard down to two doesn't preclude you from getting rid of "impossible" cards first; it seems to me the intent of those discard/redraw options is to basically remove those objectives from the game without you having to manually go through the objective deck to find them.

I stand by my above interpretation - you have two effects that cause discards; you can choose which order to do them in.
