Cryomancy tokens do not allow you to increase your resource dial when placed, only desolation tokens do.The other differences are Cryomancy tokens also cancel out any dragon runes in the area, and allow water borders to be crossed.
What confimation are you looking for this all seems pretty clear in the rulebook.
