Don't play 3-players? There's not much you can do about this situation in most 3-player games of this genre if 2 players do this.
It doesn't really benefit the alliance to do this, especially if you go out of your way to hurt half of the alliance. They can't win together, so if they insist on doing this, just make it obvious that doing so will be NON-beneficial to one side of the alliance in the long run. If they don't like that, then they really need to reconsider the alliance. If they gang up on you, it's not your job to "fight fair" (game-wise) back; make the alliance itself unworthwhile.
