This is a good solution. Make it explicit.
Announce loud and clear that as long as this alliance continues in this form, you will do everything in your power to help player a and harm player b. This includes using tactics cards, influence etc.
You may find that player b continues in the alliance regardless, but it should give her pause.
To hammer it home, choose the ally that is ahead to help. The ally who is already behind will already be thinking about how much they have to catch up once you are eliminated. This will drive that point home.
