Has there ever been an official ruling on the friendly vs empty area of retreat issue, in the case that the friendly area would have too many units?I see how one reading of the rules suggests that one has to retreat to a friendly area if there is one, even if it leads to the destruction of troops. But an different reading might suggest that to be illegal... And therefore that the next option applies (moving to an empty area).
