Actually, you may be right, I was going off memory, as it's been a couple months since I've been able to play. If it says "Friendly Area", then that would trump. Other retreat rules would still apply (such as having to destroy units that exceed stacking limits, not moving through mountains, etc).
But anyway, I've sent the question to FFG using their rule questions form. Do they ever answer those?
Yes, they do :) It sometimes can take a week or two, as the designers are likely busy on other projects, but I've only had a very rare instance where I didn't get an answer eventually, and in those cases I'd send it again and get a response :)
