I would think that the card should be followed exactly, since first of all it's an exception to retreat rules (retreating doesn't cause rout) and it says very clearly: friendly or destroy. It doesn't say friendly or empty and it doesn't just say "retreat".

Any official rulings on this?

I'm not sure if it's been officially asked, but like you said, it is treated exactly like a regular retreat, except as noted. So you must retreat to a friendly area if there is one, and can only retreat to an empty area if there are no friendly areas.

The two big exceptions with the card are:
1) Units don't rout after retreating with this card.
2) Previously-routed units can retreat with this card.

Edit: Also, the rulings document compiled by sigmazero13 states that already routes can retreat and remain routed. But what happens if there are only routed units in the area? They can still retreat?

Yes.

Edit2: Another thing... maybe I missed it in the rules. What happens if an influence bid should take place but there's a player who has no influence to bid? Does he still take place in the bid and bids zero?

Yes, his bid would be 0. The only time a player is out of the bidding process altogether is if he has the "Intrigue and Subterfuge" Tactics card played against them (from the expansion).
