It does, but I see how it can be accidentally missed; on the right-hand column of page 11 it reads:
"Since Victory cards are resolved during the following year, they are not used during the final year of the game. During the final year of the game, players will play until the end of winter, and then determine the winner as described in the base game."
Since it's in a different column, it can be overlooked by mistake :). The year limit for such games in Banners of War was the same as the normal game - ie, 6 years. (The example underneath the paragraph also discusses it) :)
(In the Revised Edition, the year limit is 7, but that's partly because the way runes are placed to start are different).
