Hmm not sure I get this example. If units are routed and not placed on the board, how can cards be pulled for a given initiative?

EDIT -- perhaps you were referring to standing units not otherwise needing to pull cards to win the battle through the strength tally, but for example necros who could raise undead by pulling cards anyway so why not try....

Not for the routed units, for the attacking units.

For example, if Player A brings in 5 units to attack an empty stronghold owned by Player B, Player A would still technically draw cards for all 5 units, even though there's no defending units to apply damage/routs to.

Or if Player A brings those units to attack an area with only routed defending units; none of B's units will be in the battle since they were already routed, so any cards A draws wouldn't affect them, but strictly "by the book" Player A still draws them.

Many players, however, just choose not to draw cards in those cases (unless it's for Necromancer or Knights).
