Well, the Daqan Lords don't have a single "king"; they are more a federation of various Baronies, etc, that haven't had a king since the last one died, for one reason or another. The governing body is a council of Barons (I think it's the Council of 13).

The Undead faction has a leader, Waiqar himself, but I think having him as an avatar on the board would be tantamount to having Sauron in play (without the Ring as his weakness).

I'm not sure the Latari or Uthuk have a major "leader", though I admit I don't know a lot about those two faction's political structures :)
