True, but on defense you are limited to a max of 8 units, whereas on attack you aren't, so if you are defending a key spot with a lot of units, one strong unit is better than one weaker unit, and that's sometimes what the trade-off ends up being.
Like you, I never go out of my way to recruit a Seige Tower, but honestly, the same is true for all the hexagons. When I get them, they are nice, but I never plan my builds around any hexagons, because the cannon fodder units are far more important when it comes to getting an advantage in combat :)
