This was my initial instinct. However, in the expansion they get a far stronger unit - the roc - which more than compensates. So, if the expansion felt they deserved a better hex unit, it raises questions about the initial balance.
Unless, of course, the other factions got better square units! (Etc). Which would suggest power creep...
