If it gets TOO bloody, it can really change the dynamics of the game, and not necessarily in a good way.
The defense's main goal in a battle is to survive. The attacker already has a big advantage by being able to bring in extra units. This would give them even MORE advantage because now they can make sure all their extra units are doing maximum damage (as much as possible).
Plus, it starts eating into the whole purpose of initiative, and having the fast-but-weak units try and whittle out some of the later units before they have a chance to do anything.
