You did it correctly. That tactic for Lost City is definitely a good one. Another one that people use a lot is when using either Fortify or Recruit - allowing you to repair the new stronghold immediately or recruit new units there.However, the logic you mentioned above isn't quite correct:
"Before your turn was before activating and After your turn was after moving and any diplomacy/battle the During your turn is any time between."
It is "your turn" for the period immediately before, immediately after, and while executing your Order card. You can play "during your turn" cards (almost) anytime in this interval.
Strictly speaking, it is "your turn" during a battle in which you are attacking. However, the "almost" above is in reference to ruling from FFG to specify that you cannot play tactics cards during battle unless they specifically allow you to do so, which means that "during your turn" cards are also excluded. This isn't meant to cause battles to not be during your turn, but was rather a ruling to prevent some wonky situations that could arise if you played some of those cards mid-battle (like Spread Dissent).
