Thanks for the ideas so far!
Wow Hinnyboy, so you're looking at a complete rewrite of the Order cards for the Overlord player. This is bigger than I had initially envisioned. I was thinking of keeping it a little simpler to limit the learning curve for players who might want to play as the OL.
So just looking at the new OL orders, you could potentially activate 5 areas each year and recruit as well. All the time using the neutrals to harass the Allies players. I don't have the 5th player set of Dwarven units, I was thinking of just staying with the current 4 factions. I'll have to look at each one in more depth when I have some time to think about it more.

Well, I started like you -- free supremacy bonus with a couple of additions to make the existing order cards better, but then I thought, let's do this for real!
I would not worry about the learning curve. Just changing the order cards and a couple of rules is not that complicated for experienced players, really. I recommend you should have played the base game several times before doing ANY fan created scenarios anyway. I think changing the order cards is going to create a distinct new flavor instead (just as I think changing the season cards in your Rise of the Dragon Lords will create a distinct flavor).
Regarding the comment about the power of the new order cards, remember that the overlord is up against 3 other allied players and is using all four order cards of a year in order to gain the effect you described.
With that said, I think there is much testing and tuning to do, so if you still think they are un-balanced (they probably are in many regards), keep those comments coming.
