This is not correct. The German rules DO make a distinction between rout ('flüchten') and retreat ('zurückziehen'). The translation error we found was specifically targeted at heroes. German rules claim that routed heroes do not draw fate cards during duels, which is wrong.
Other things should be correct.

However, in the example the OP brought up, there is another translation error (:shake:) that might lead to other wrong conclusions.

Die Latarieinheiten müssen sich auf ein benachbartes Gebiet zurückziehen, was bedeutet, dass sie flüchten.


This again, is not completely wrong... When figures retreat they are also routed, but the meaning of this sentence effectively tries to say those two terms are synonym.

The English wording makes far more sense here:

All of the Elf player's units must retreat to an adjacent area and are routed.


Consequence is clear: Figures that have to retreat are also routed. However, routed figures do not automatically retreat!

Another quote from the German rulebook to clear up the initial question from Carlos:

Seite 22:
Im Kampf kann ein Spieler Fluchtpunkte erhalten. Für jeden erhaltenen Fluchtpunkt muss eine seiner noch unverletzten, stehenden Einheiten (unabhängig von deren Gesamtlebenspunkte) flüchten. Falls alle seine noch im Kampf verbliebenen, stehenden Einheiten bereits Schaden erlitten haben, muss er eine verletzte Einheit flüchten lassen.
