7. Actually, you don't bid. When you play "Acquire Power Order (number 7)" and get it supremacy effect, you pay influence more than influence on that card and get it.
Example
7.1 You want title card that have no owner yet, you can pay any number of influence you want and place it on that card (minimum of 1). Then the card is your now (place it in front of you).
7.2 You want title card from other player, you must pay influence more than influence that place on that card (can be just more than 1 is fine), then remove all influence on that card, and place your pay influence on that card. Then the card is your now (place it in front of you).
