I tend to sleeve all my cards for my favorite games, so all mine are sleeved. However, if I was only going to sleeve some of them, the ones I'd do are:- Fate deck (this gets shuffled and handled the most by far)
- Quest deck (partly because the setup quests get shuffled every game, and that subset is small; my experience is smaller decks tend to show more wear when shuffling)
- Tactics Cards (just because I find it easier to shuffle big stacks of small cards with sleeves)
The orders get handled a lot, but you don't really "shuffle" them much, so I don't know if the wear would be too bad.
I also would sleeve my heroes, but partly because I have a whole bunch of custom heroes that I imported from Runebound/Descent 1E, and the way I printed the cards out wouldn't work well if they weren't sleeved.
