No, you still cannot move units out of an area with your activation token (and you cannot activate an area that already contains your activation token from a previous order).

Correct, you must move a different set of units. Basically, the Supremacy just lets you do two separate actions as if you'd played Mobilize twice (except you can't have two battles).
As a followup, does the Mobilize Supremacy bonus ALLOW a player to move two sets of units to two different newly placed activation points?
Yes, as long as you aren't starting two battles. You completely resolve the first action before doing anything for the second (IE, you can see what happens with the first activation before committing to the second).
