The question is, in your example, if you must spend a minimum of 4 influence, do you still draw 4 cards? (But can't choose to only draw less by spending less?)If you only draw 1, how do you draw more? Do you have to spend that much per card, or is it just the difference? Either way, I think it gets back to a similar issue as above - it starts making diplomacy too expensive to be worthwhile.
