But you're missing some key parts of the rules. One being that players get runes from a number of sources, not just quests. And also, each time you get a rune you need to place the rune token on a hex, so you need to control a certain number of hexes to win the game; that usually means taking enough space to get it done, which the other players notice.
The end-game conditions in Eclipse aren't bad, but I find the end-game conditions in Runewars to be much more flavorful, and less cookie-cutter. "Yeah, great, I'm getting victory points. Woo-eee." Or, "Oooh, I'm collecting a bunch of powerful magical artifacts, and when I get enough I can cast the World Conquering Superspell!"
