There is some good background on them in the Rune Age rules book. You can download it from the Rune Age support page at the Fantasy Flight Games website.

Check page 19 for the details about the Uthuk Y'llan. In summary, they were a tribal group of people (I guess they were near-human, but not actually human?) whose leader, Llovar Rotuno, made blood pacts with demons and spread the demon blood through all the tribes by means of blood rituals. At the time of Runewars and Rune Age, Llovar Rotuno is dead, but the Uthuk Y'llan live on, led by a tribal government.
