I think given the direction FFG went - from a coffin-box to a regular-box, the removal of plastic mountains, etc. - the idea of bundling an expansion in with the base game would not be feasible if they wanted to keep a similar price-point.
I don't need a medal or a pat on the back for being a first-run buyer. (That's what plastic mountains are for.) But I would be far less likely to invest the time and money into expansions for a game I already own in which the publisher did not make "bundled" expansion components available separately to those that already have the game.
If I were a new customer, I doubt I'd care about the gripes of the "first-timers"...until the new revised revised edition came out.
