Even if they mixed it up, current owners would still be forced to buy a product where a large chunk of it is redundant, so they are essentially paying a huge mark-up for a few new components.If (when?) FFG makes more races, they'll release them as expansions. There's really no good reason to put them into a base set (except maybe as a package deal, which isn't bad as long as the new stuff is also available separately).
I'm not sure comparing it to CCG or LCG models is really fitting. In most CCG models, having duplicates of things isn't bad, they can be used. And CCGs lead themselves to trading a lot more. LCGs are even better, because you can buy what you need, but you see expansions purchased separately, not packaged as "new versions" of the base game with just more stuff.
Even if we don't see new races, it is not because they didn't put them in the base game; they were never going to be put in the base game unless the game itself was overhauled to a new version altogether, because that's not how FFG has handled it's business models.
