My understanding is the revised edition was largely done as a way to reprint the game, as the big-box model had become lest cost-viable to produce. Some of the components had to be downgraded, but they weren't looking to suck old players into buying the new one, but rather make the game available to people who didn't already had it, hopefully so they can continue looking at expanding it if needed.I think it would have been a very poor decision to make the revised edition in a way that "forced" old players to have to buy it, as it would have upset a lot of people. Instead, they went the opposite route, and went out of their way to make current owners be able to use the rule changes to 2E WITHOUT having to buy it again. This fostered a lot of goodwill toward current owners, which is a big deal in this type of industry I think.
