A: They defend, they just don't draw any cards or have any units in battle. But they can still play tactics cards that you can play if you're defending.

Also, it's worth pointing out that if you move into an area with an enemy hero, routed or not, it is not affected by your units (unless there are enemy units there and the player CHOOSES to use the hero to support).
