That does make sense. Strictly speaking, however, there is no rule that forbids revealing a second token. The rules just say "After a hero ends his movement (if any) during a move action of the Quest Phase" that you reveal and resolve the token. While the flooded Area token was revealed after ending movement, the token itself causes more movement, and I think it's not a stretch to consider this a new "movement" and thus a new "ends his movement", especially since it's still before any quests are attempted.The rules do say that you do NOT reveal a token if he hero retreats into an area, but this is not a retreat; it's just additional movement.
I've submitted the question for an official answer, though. I can see this being ruled as "one token only", but I'm not convinced that it necessarily will be.
