When they retreat they are routed, so unless he has a hero or tactics card that stands his units, they'll be sitting around until next spring.
Tactical Retreat specifically allows you to retreat WITHOUT routing - it's a very powerful card.
To answer Joshua's question, yes, the retreated units would be able could potentially activate again if they retreat into an unactivated area, even if they were previously in an activated area. The only thing that matters is at the time you use a Mobilize or Conquer order, the units moving can't be in an activate area at the time they start moving.
