According to the rules for the Battle Phase, on step 4 "If the attacker has any Tactics cards or other abilities that can be used at the “start of battle” or during his turn, he must use them at this point if he is going
to do so. Then, the defender has the opportunity to use any
number of “start of battle” abilities and cards".
This apparently gives "priority" to the defender since he gets to see the cards the attacker plays and then can respond, but without the attacker "countering" with new cards of his own (since this step does not repeat itself).
Since there is no other mention concerning Tactics Cards during the battle phase, is there a priority between the attacker and the defender considering Tactics Cards played later in the Battle?
This problem came up during a game where the attacker and the defender had both the "Battle Cry" Tactics Card, with the defender also having a "Rally Cry" Card. The problem considering priority was like this: During the Tally Strength step, the attacker was confident in his victory with the defender losing out. The attacker did not play a card, the defender elected to play "Rally Cry". After this, the attacker still did not play a card and the defender played "Battle Cry" to which the attacker responded with a "Battle Cry" of his own, thus winning the Battle. The resolution of the cards was in this order considering that the original priority given on the "Start of Battle" Cards did not apply later on.
