How did she do that on the first turn? The earliest you could get a Desolation token next to your opponent's home realm would be with the Winds of Al-Kalim summer card. If that's the problem, I think it would be better to remove that card rather than nerf desolation tokens outright.

What? These upgrades are really expensive for what they are. One year without my precious resources?

I think that makes it too easy to get the developments. I think they are SUPPOSED to be pricey, to make you have to sacrifice to get them. By using them with another order, it is too easy to get them for essentially free by paying the resources and harvesting immediately therafter.
