The Neutrals and Quest Card options tend to be less used for our group. They definitely are more situational.I think for us, when the Neutrals are taken, it's usually in city that has low influence and tactics, or when the player is trying to recruit neutrals for a particular objective. There are exceptions, though. The most common one that we see recruited is Razorwings, because of their Fast, Fly, initiative 1, and the ability to stun later units. But even they only work when in larger groups.
Basically, I like that the option is there, but it tends to be a lesser used one. Much more situational than the Tactics or Influence options.
