What it's for is this:Yes, you might lose out on resources in the long run, but for right now, you get double the resources from the land you're desolating (I'm assuming you're strip mining it or clear-cutting it or razing it). You get to add the resources of that land into your pool immediately, but it won't produce resources in the future. It is for a mad rush strategy. Get tons of resources now to get lots of tactics cards and units and influence, win (or conquer enough land) before Autumn knocks my resiources back down.
