Unfortunately, if you have two players that do that, there's not much you can do. It's a problem with most 3-player games.I guess the best way to resolve it is to try and hammer one of the players hard, and ignore the other. If you are going to lose, make it so that the other two players realize that one of them is going to have a significant advantage when you are subdued - if you focus only on one of the attackers, the player you are NOT attacking will be much stronger in the end. Hopefully the other player will see that and start realizing his strategy is going to cost himself the game, too.
With 3-player games, metagaming and diplomacy is a big part of it. It hasn't been a problem in my games mostly because we realize that team attacks like that are always done with the ulterior motive of "what can I do to clean up the other guy after I'm done here" - and thus, they don't work very well.
