I would say it is likely for three reasons.1. Runewars and Rune Age are closely connected in theme. If Rune Age got them, Runewars can follow.
2. How much more content can you pack into Runewars? With Banners of War, the rules are pretty stuffed. To me, adding more content to an existing ruleset (more maps, more races) seems to be a better plan than cramming more rules and options than Banners of War already offers.
3. The Orcs and Dwarves were already a part of Battlemist, the original version of Runewars. Adding the races wouldn't be building from scratch.
