It does make it a little longer, but there are runes that start on the board; 1 fake and 1 real per player. So that does help mitigate (at least a little) the lack of none in the home realms.

What's now with your home realm? When there are no more rune tokens, they lose significance. Can't you just put fake runes in your home realm, which allows you to exchange them with your strategy cards? Therefore, runes can be protected better and the victory can be announced earlier.
