The "Pulling the Strings" tactics card reads:"Play before bidding on an influence bid: You do not need to decide how much influence to bid until other players have revealed their bids."
In a recent game, one player hid their card in his fist. When all players opened their fists to reveal their influence bids, he opened his to reveal the card and chose influence tokens in light of the other players's bids. Another player objected that he should have announced he was using Pulling the Strings before the other players made their bids.
