It will be difficult to help you if English is not your native language because we have to explain in English what is already in the rulebook in English.What is your native language? What you need is someone who speaks your language who can help you translate, right?

3. The setup rules are on pages 8-10. You cannot expect someone to sum up all these rules for you in English when they are that complex, and there is already a good chance you won't understand anyway.
To answer the specific question, the first player sets up the home realm setup markers. after that, once rune tokens are placed, the player to the left of the first player gets to place the home realm tile. so the first player will be last to place his home realm. Please refer to steps 4-6 on page 8.
