It makes a lot of sense to place the runes in the field instead of in your home realms. In the first edition, you started with dragon runes and there were none in the field - and I had to explain to everyone that more will come out over the course of the game... eventually... the stuff that wins you the game...Now the game has a clear focus right from the start and players have to reach out in order to get them, since they can also not be placed adjacent to home realms.
Big improvement!
