This is correct. The discard option is only there to allow you to get rid of an objective that would be more difficult than normal to achieve; you have to choose whether to get rid of it to get a new one, or to complete it. If you choose the latter, you don't get a new one.
Basically, both the effects require you to discard it; so when you discard it, you have to choose which effect you are discarding it FOR.
