I agree with Scott here, everything but the Commanders - and the flood tokens. The maps are usually constrained enough without adding in another way to block off portions of the map and in unexpected ways. The flood tokens have never improved our games. The extra units, development cards, Tactical cards, seasonal cards, Heroes and everything else just add more replay to an already awesome game.
