Really? In what ways do you feel it's "complete"? Is it because Runewars eventually feels like a deck of high-school algebra flashcards (i.e. it appears to have replayability because of its stochiastic nature and initial challenge but once you get the hang of solving common certain scenarios, the order in which they appear is irrelevant because you know how best to manage each circumstance)?
I have played the game over 50 times, and it still has never come close to feeling repetitive. There are too many variables, from map setup, to opponent, to which heroes and cards you end up with.
And that's not even counting the expansion.
I think the game is a complete package as is. Sure, it's possible to add to it (more tiles, cards, etc), and in that sense it could be infinitely expanded, but that doesn't mean it NEEDS any of that to be "complete". Personally, I wouldn't MIND an expansion to add Orcs and Dwarves, but I don't think the game lacks anything without them, either.
It's a complete game. That doesn't mean non-expandable, but simply that it's self-contained for a long-lived, fully replayable experience. Could one exhaust it to be non-fun? Sure, but that level is going to vary from person to person, and I've not even come close.
