The game is complete, in my opinion, because it has everything you need to play the game many, many times without trying absolutely every combination of every faction and every tactics card in every situation. It is complete because it lacks nothing imo. I do agree that it is the same thing over and over again at some point, but that doesn't matter to me, the randomness and choices I will make will keep it fresh for me for another 50 plays. I don't consider it chess, a game ov strategic thinking and outmanouvering your opponent turn by turn, I consider it an epic fantasy experience. Of course I'd like more stuff because even more of the same would enhance this experience so, why not?

Now.. I've played the game many times with different people and I can only say that this is the way to keep the game fresh, although having to explain it to them each and every time may become cumbersome.

Probably playing it with the same group over and over again may make it feel less replayable and what not but, in my situation the game never failed to amuse, frustrate, amaze and protrait the rise of incredibly powerful empires and also the of raze incredibly powerful empires (which is why I have it). I'm not much of an ameritrash fan these days but when I want to experience an epic fantasy clash of empires this is my go to game.

I love thematic games and this one feels complete, delivers what it's set to deliver and looks gorgeous.
