1.) The "Captain of the Heroes' League" title card lets you trade 3 items for 1 dragon rune during your turn.
a) Can you do this during the questphase? (it's technically not your turn)

No. Like you say, it's not your turn, so you can't do anything that requires to be "your turn". You have to wait until you are resolving an order.

b) Does one hero have to trade in 3 items or can you trade in 3 items in total from different heroes at different strongholds?

You know, I've always interpreted it to be "a single hero", but I guess it wouldn't hurt to get an official answer on the intent. I'll do so (or see if I can find an answer that I missed somewhere.

2.) Bountiful harvest: This season forces you basically to harvest but not use the supremecy bonus of the card and then up the food by 1 (I think)
-) I've read on this board that you don't really harvest (as in you don't lose resources if you lost areas or you lose resources because you can't use your developements). Is this correct? If yes, does this mean I up my food by 1 (if this indeed on the card) in any case? and keep all resources I got via developments and just can't add them if I don't have them yet?

Playing strictly as written, Bountiful Harvest could cause you to lose resources from your dials. However, many people house rule it so that you don't. So you have to decide if you want to house rule it.

Note that the Guildmaster of Merchants title card (from the expansion) prevents you from losing resources from a Season primary, so if you had that, Bountiful Harvest would only cause you to go up, not down.

3.) The season card, where the player with the most resources recieves a dragonrune:
-) Do you count all resources, even if they excess 8? Like if you got 10 food resources, do they count for 10 or just for 8? What if 2 players have the same amount of resources, do they both get a rune, or does the one with highest influence get it then.

You only count what they have on their dials at the moment, not what areas they control. This could mean that due to things that lower your dials, what you have on your dials may be less than what you control. Only look at the dials for that.

If multiple players have the most, then all the players with the most can use the ability. (The season card says "player(s)" indicating that there could be more than one). So if one player had 5 food, 5 wood, and 5 ore, and another had 5 food, 8 wood, and 2 ore, they could both use the ability to get a rune (assuming nobody had more than 15 resources on their dials).

4.) The questcard where you have to travel to an area with a specific number of neutreal units in it:
-) What to do with this card when you can't fullfill it (i.e there is no neutral unit left) can you discard it and draw a new one or do you have to keep it?

You have to keep it. The only ways to voluntarily discard a quest are to use Silhouette's ability, or to use a City to draw more Quest Cards (as you must discard down to 3 when you do this).

5.) A player gains a dragon rune, but in every of his controlled areas there already is a real rune. Can the player chose to simply turn down the rune or does he have to place it on an area he does not control?

If a player "gains" a dragon rune, he must place both tokens in friendly or uncontrolled areas. The only way you can choose NOT to place it is if there are absolutely no friendly or uncontrolled areas on the board that don't have runes.

If there is only one such area, though, you can choose which of the two tokens to put there (the real or the fake).

6.) tactics card lost city:
As far as I understand this it's perfectly legal to play fortress or recruit action and then on your turn start by playing lost city hence placing your fortress and imediatly recruit there or repair the fortress in the same turn. Is this correct?

Yes, this is legal, and good tactical play :)
