Oh, I believe you, I just don't understand why they would make the rules that way. Maybe the hero has to find the body of the dead hero or something to get their loot?
It could be for balance, since heroes are more likely to die during the Quest phase, and giving an advantage to "whoever happens to go next" may just not have worked, whereas making them use a turn to do it (and thus forcing them to wait until the order phase and potentially make order selection based on it) helps even it out.
I can't really say for sure, just guessing :)
