1) The card in question (called Spread Dissent in the English version) is resolved different depending on the state of the neutrals.- If the neutrals are not allied to any player, the person to the player's left chooses where they retreat to. The area must be an uncontrolled area. If there are no uncontrolled areas, then they are destroyed. They cannot retreat to any controlled area.
- If the neutrals are allied to a player, the player who controls them chooses where to retreat them. They may retreat to other areas controlled by the player (but would still be routed).
2) Whenever a quest says to "gain a dragon rune", you follow the instructions for receiving a dragon rune:
- You may remove up to 2 fake runes from friendly areas.
- You take 1 real rune and 1 fake rune.
- You place those two tokens on any friendly or uncontrolled area you want (generally you'll put the real one in one of your areas; the fake one can often go there as well, to throw off the enemy knowing which one is which).
The only time you don't follow this procedure with a new rune is if a card says to "place" a dragon rune in an area - in that case, you simply place a single rune token in the area.
Rune tokens are always on the map; they will never be completely safe from the enemy, and you must control the area to keep control of the rune.
