Yes, but there's a tactical card, to be used before a battle begins, which allows the defender to retreat. If, in such case, the defender has routed units, they are allowed to retreat also, I remember reading somewhere in a FAQ.
Yes, it's the card called "Tactical Retreat", and it specifically allows routed units to retreat as well (another exception).
The basic rule is, if a unit was routed before the battle, it cannot retreat. If it was routed DURING the battle, it can. There are a few exceptions to this, but the general rule holds for most cases.
(One other exception: If you are attempting diplomacy against neutral units that are already routed, and apply the grey result, the neutral units WILL move out of the area, despite being routed, per ruling from FFG. However, if you apply a red result, and win the battle, the previously-routed neutrals will die as normal).
